Budget highlights

Tom Johnson, tax expert and president of the Taxpayers' Federation of Illinois, breaks down Gov. Rod Blagojevich's budget proposal for the next fiscal year with these highlights. The governor will give his annual budget address and combined State of the State to the General Assembly at noon today. We'll provide updates and reaction as much as we can throughout the day.
